Market Research and Pre-Feasibility Strategy

Gateway from Dailekh to Nepal and the World

Export potential, domestic product promotion, raw-material sourcing, real estate and infrastructure design and development collaboration, tourism promotion, financial literacy for Nepalese, and business networking within Dailekh, nationwide Nepal and international markets.

Strategic conclusion. The Center is feasible as a phased district market-access, value-addition and heritage-tourism platform linked to Surkhet and national markets. Dailekh can combine agriculture, livestock and natural-product value chains with Panchakoshi pilgrimage, Dullu history and the Bhurti temple complex. Begin with a 90-day validation, then finance only offers that prove supply, demand, compliance, reliable delivery, heritage protection and local benefit.

Dailekh opportunity case

Dailekh's 2021 census profile reports 75.50% literacy. Its municipalities are Aathbis, Chamunda Bindrasaini, Dullu and Narayan; its rural municipalities are Bhairabi, Bhagawatimai, Dungeshwar, Gurans, Mahabu, Naumule and Thantikandh. This scale supports cluster-based collection and tourism routes rather than a single-centre model.[1][2]

The first product pipeline should test field-verified fruits and vegetables, ginger, turmeric and timur, cereals and pulses, oilseeds, honey, dairy, goat and other livestock products, leather craft, and legal traceable medicinal or forest inputs. Improve collection, grading, drying, milling, chilling where justified, packaging and buyer documentation. Distinguish Dailekh origin from goods merely traded through the district, and publish no organic, medicinal or export claim without evidence.[6][7][12]

Dailekh's clearest tourism position is culture, archaeology and pilgrimage. Nepal Tourism Board identifies Panchakoshi, Shristhan, Nabhisthan, Paduka, Dharaleshwar, Kotgadhi, Bhairavi Kunda and Bhurti; UNESCO's Tentative List describes Bhurti as 22 dry-stone monuments in the regional Panchadeval style. Circuits should connect Narayan and Dullu services with guides, interpretation, homestays, sanitation, emergency contacts, waste controls and heritage protection.[4][5]

Dailekh relies mainly on road links through Surkhet and internal hill corridors, so route and season affect travel and delivery time. Use route-level quotations, distributed collection points, conservative windows and buffer inventory. Government petroleum exploration should be reported only from official sources and kept outside private land, return or resource claims unless authorities issue approvals and results.[8][9]

Commercial model and indicative 12-month pilot budget

Use a blended model: partners support shared data, community skills and common-use infrastructure; enterprises pay only for optional services; sponsors and diaspora support defined campaigns. Never promise buyers, permits, credit or returns.

Planning conversion: USD 1 = NPR 153.19, Nepal Rastra Bank selling rate shown for 14 September 2026. USD amounts are rounded; contracts should use the transaction-date rate.[14]

12-month implementation and decision gates

0–90 days

Map enterprises, volumes, tourism and heritage operators, logistics and infrastructure gaps across all eleven local levels; establish origin, land, safety, heritage and environmental safeguards.

Months 4–6

Select 40–50 enterprises, 18–22 products and 8–10 visitor experiences; validate buyers, food safety, storage, route costs and willingness to pay.

Months 7–9

Run pre-orders, samples, B2B meetings and destination campaigns; test aggregation, processing, storage, dispatch and visitor-support workflows.

Months 10–12

Scale only offers meeting origin, demand, margin, reliability, compliance, visitor-safety, heritage and land-screening criteria; independently review results.

Success measures, risks and recommendation

Year-one targets: 220 verified enterprises or groups; 75 traceable listings; 16 qualified buyer or processor conversations; 12 bookable visitor products; 700 learners; and 25 screened infrastructure concepts. These are targets, not forecasts.

Risks: road disruption, dispersed supply, food-safety failure, false claims, post-harvest loss, title or slope error, uncontrolled construction near heritage sites, visitor safety, digital fraud, petroleum-linked speculation and unequal benefit. Use route tests, verified records, testing, title and cadastral checks, municipal and heritage screening, engineering review, conservative promises, consultation, grievance channels and public reporting.[13][18][19]

Recommendation: proceed with a 90-day validation led from Dailekh and inclusive of all eleven local levels. Release NPR 58,000,000 (USD 378,615) only in tranches tied to participation, origin, buyers, compliance, processing and road tests, heritage and visitor safeguards, and screened infrastructure demand. Measure reliable transactions, lower loss, local value, visitor quality, finance access and trusted partnerships—not traffic alone.
